The new Politburo Resolution on the construction and development of TP.HCM, signed and promulgated by General Secretary, President Tô Lâm, is a strategic compass opening up new opportunities for urban architecture and infrastructure. Resolution 09 of the Politburo, signed and promulgated by General Secretary, President Tô Lâm, emphasizes that in the new era of development, TP.HCM needs to uphold its role as a special urban area; to be a pioneer in development models, institutions, and modern governance methods; to create a strong ripple effect, contributing increasingly to the rapid and sustainable development of the country.
The Resolution clearly states that the first perspective for building and developing TP.HCM in the new era is a particularly important political task for the entire Party, the entire people, the entire army, and the entire political system, especially the City Party Committee, authorities, and people, with the motto: “TP.HCM for the whole country, the whole country for TP.HCM”.

Second, focus on perfecting synchronous, breakthrough, superior institutions and policies, promoting thorough decentralization and devolution, creating conditions to foster the special urban area of TP.HCM to become a dynamic development symbol of Vietnam in the 21st century.
To become a place that converges development aspirations, global competitiveness, and the country’s spirit of innovation, affirming its pioneering role, setting an example, leading in institutional creation and development quality, governance standards, and serving as a locomotive driving growth, a hub for innovation and important integration for the entire country.
Third, establish a new development model, mobilizing composite strength, effectively exploiting potentials, advantages, strategic location, to soon affirm itself as a strong economic-financial, culturally rich and humane, scientific, technological, innovative development center of Southeast Asia and Asia, with global competitiveness.
Closely combine socio-economic development with environmental protection, adaptation to climate change, ensuring national defense, security, and foreign affairs.
Fourth, build a united, exemplary, clean, strong, and comprehensive City Party Committee and political system, outstanding in leadership capacity, innovation, public service discipline, and combat readiness to fulfill the City’s development mission.
Develop a team of officials capable of meeting the demands of the new era, with strong political ideology and resolve, pure ethical qualities, high qualifications, dynamism, creativity, daring to think and act for the common good.
Fifth, promote the strength of national unity within the City, the role of the People as the main actor in all City development decisions. The People are the first to enjoy the fruits of the City’s sustainable development, taking the satisfaction, prosperous and happy life of the People as the measure of leadership effectiveness.
Breakthrough Strategic Vision for TP.HCM’s Development in the New Period
By 2030, the City will be a civilized, modern, dynamic, innovative urban area, an economic, cultural, social, scientific, technological, innovative, logistics, international integration center, dynamic and leading in the cause of national industrialization and modernization, with a prominent position in Southeast Asia.
By 2045, the City will be a civilized, modern, dynamic, innovative urban area, an economic, cultural, social, scientific, technological, innovative center of Asia, an attractive global destination, with distinctive cultural and social development, high quality of life, and deep international integration.
Towards 100 years of the liberation of the South and national reunification, in 2075, the City will be a global, smart, modern, comprehensively developed urban area, on par with developed cities worldwide, with green, sustainable growth, high quality of life, and good adaptation to climate change.

For the period 2026 – 2030, GRDP growth is at least 10%/year. By 2030, GRDP per capita will reach at least 14,000 USD. The digital economy will account for about 40% of GRDP.
Approximately 200km of urban railway will be completed. The Human Development Index (HDI) will reach about 0.9. The City will basically resolve flooding, environmental pollution, traffic congestion, and drug issues.
For the period 2031 – 2035, GRDP growth is at least 10%/year. By 2035, GRDP per capita will reach at least 25,000 USD. The digital economy will account for about 60% of GRDP. The Human Development Index (HDI) will continue to be maintained at a minimum of 0.9.
For the period 2036 – 2045, GRDP growth is at least 10%/year. By 2045, GRDP per capita will reach at least 75,000 USD. The Human Development Index (HDI) will continue to be maintained at a minimum of 0.9. The urban railway system connection will be completed. Net-zero emissions will be achieved.
For the period 2046 – 2075, GRDP growth is at least 6%/year. By 2075, GRDP per capita will reach at least 100,000 USD. Indicators ensuring social equity, environmental protection, and the Human Development Index (HDI) will be above 0.9.
The Politburo Resolution clearly outlines 8 groups of important tasks and solutions for building and developing TP.HCM in the new era. Among them, building a new growth model based on science, technology, innovation, digital transformation, labor productivity, and competitiveness.
Superior Institutional Mechanisms, Thorough Decentralization for the City
The next group of tasks is to build breakthrough, superior institutions for the City’s development in the new era. This includes drafting and promulgating a Special Urban Law to create a particularly superior institution, a synchronized and appropriate legal framework, becoming a “breakthrough of breakthroughs”.
From there, create the most favorable conditions for TP.HCM to maximize the effective exploitation of its potential and strengths, mobilizing all resources to accelerate rapid and sustainable development.

The City will proactively issue legal normative documents to detail and guide the implementation of laws and resolutions of the National Assembly that differ from the regulations of the Government, ministries, and sectors in some areas according to decentralization or where there are no legal norms from competent state agencies regulating issues arising from the city’s practical situation.
The City is prioritized to choose and apply more favorable legal provisions for areas specific to the locality.
Continue to implement breakthrough mechanisms and policies and prioritize the allocation of medium-term and annual state budget resources (estimates and increased revenue implementation) so that the City can proactively have sufficient financial resources to invest in the development of key infrastructure projects and improve the welfare of the people.
The City is also empowered to proactively pilot new mechanisms and policies, controlled experimentation (sandbox) or different from legal regulations, build a set of common quality standards, encouraging progressive, superior standards and regulations compared to national and other local standards.

Developing high-tech urban infrastructure and attracting FDI into TP.HCM’s economy.
The City will regulate criteria, conditions, and procedures for allowing controlled experimentation of new technologies, processes, solutions, products, services, business models, and development models, establishing mechanisms to protect participants in experiments, and policies for encouragement, support, and sponsorship.
Implement controlled socialization of some specialized steps in resolving administrative procedures for citizens, allowing the mobilization of qualified consulting organizations and public services to participate.
Modern Infrastructure Planning, Smart City, and FDI Attraction Orientation
Ensure reduced time, efficiency, no increase in staffing with service costs as stipulated by competent authorities, transparency, openness, and ensuring the right of choice for citizens and businesses.
The Resolution also specifies a group of tasks regarding the City’s development planning with a long-term, stable vision, adaptable to climate change.
Accordingly, build the City’s overall master plan with a breakthrough mindset and a 100-year long-term vision to maximize potential, advantages, create new development space and momentum, stable and long-lasting, enhance climate change resilience for the City and the TP.HCM region…

The Resolution emphasizes many other groups of tasks regarding the mobilization, exploitation, and effective utilization of all resources for rapid and sustainable development of the City.
Build a special urban area that develops in a civilized and modern manner, focusing on improving the quality of life for its residents.
Concurrently, comprehensively develop the culture and people of the City to be civilized, modern, compassionate, worthy of the City named after beloved Uncle Ho.
The next group of tasks is to ensure national defense, security, enhance the effectiveness of foreign affairs and international integration. Build a clean and strong City Party Committee and political system.
