Thai Nguyen province’s goal of constructing 60,000 social housing units (NOXH) by 2030 is a massive strategy, demanding the synchronized participation of construction contractors with high mechanization capabilities and superior technical construction solutions. Commencing in late February 2026, the TNG Viet Bac Social Housing Project in Tich Luong ward, Thai Nguyen province, with Công ty Cổ phần TNG Land as the investor, is currently rushing to complete the foundation and subgrade. The project spans 1.89 hectares, comprising 1,029 social housing apartments and 26 adjacent commercial houses. Specifically, the social housing area includes 2 apartment buildings with 22 above-ground floors and 1 basement, fully invested with technical infrastructure, parking lots, kindergartens, community living spaces, and green landscapes. The project is expected to receive applications for the first phase of home purchases in Q3/2026 and hand over apartments in Q1/2028.

The TNG Viet Bac Social Housing Project, Tich Luong ward, Thai Nguyen province, is currently under urgent construction.
This is the company’s second social housing project, following the Đại Thắng Social Housing project with nearly 400 completed apartments. A company representative stated that, drawing on experience from the previous project, the unit has been more proactive in construction investment steps and in coordinating with local authorities to reach residents in need of housing. The apartments are designed with diverse areas from 30–70m², suitable for the financial capabilities and living needs of many households.
Ms. Pham Thi Hanh, Deputy Director of Công ty Cổ phần TNG Land, said that the project has received timely support from local authorities in site clearance, completing investment procedures, and resolving difficulties arising during implementation.
Large-scale Social Housing Development Strategy in Thai Nguyen
“Every project has its own challenges. However, Thai Nguyen province has shown great interest and companionship with businesses through various meetings and dialogues to resolve difficulties. For example, proposals related to expanding credit packages or adjusting certain mechanisms and policies during project implementation to be more open and favorable have been put forward by businesses and are being considered by competent authorities,” said Ms. Pham Thi Hanh.

Thai Nguyen is accelerating social housing development to meet the growing housing demand of its residents, especially workers, laborers, and low-income households. Currently, Thai Nguyen province has 15 social housing projects approved for investment, many of which are being urgently implemented, and some have been completed and handed over to residents. For 2026 alone, the province aims to approve investment for an additional 10–12 new projects and strive to complete 5,000–6,000 apartments.
Thai Nguyen province implements projects synchronously in both technical and social infrastructure, with increasingly large scales, modern designs, and numerous amenities such as parking lots, kindergartens, community living spaces, green areas, and landscaping, aiming to improve the quality of life for its residents. To ensure progress, Thai Nguyen province has focused on resolving difficulties related to investment procedures, land, site clearance, fire prevention and fighting, and regularly inspects and urges the progress of each project. Many projects have completed procedures and commenced construction in a short period. Concurrently, the province maintains meeting and dialogue programs with businesses to timely resolve issues regarding mechanisms, credit, and implementation procedures.
Despite the unpredictable fluctuations in building material prices recently, construction units for projects in Thai Nguyen province have actively overcome difficulties and concentrated resources to accelerate progress as committed.
Mobilizing and Optimizing Resources for Urban Industrial Project Implementation
Mr. Do Van Nhan, Site Manager of Công ty Cổ phần Tư vấn đầu tư xây dựng và Công nghệ Việt Nam, the construction unit for the TNG Viet Bac Social Housing project, stated: “Rainy and windy weather significantly affects construction; there are times when the construction site has to be temporarily halted due to heavy rain making work impossible. However, to compensate for lost time, on sunny days, we mobilize maximum human resources and machinery, organize overtime and extra shifts to ensure the set progress, while still maintaining construction quality despite unpredictable weather conditions.”
According to the Thai Nguyen Department of Construction, as of now, the implementation progress of social housing projects in the area has basically reached about 70% of the set plan. From now until the end of Q3/2026, the province will continue to complete procedures to commence all projects included in the 2026 plan. Currently, in addition to the 15 projects whose investment policies have been approved, Thai Nguyen continues to plan approximately 30 locations for social housing development, including many large-scale areas, to ensure the goal of developing over 60,000 apartments by 2030, in line with the government’s orientation.
Mr. Le Cao Hai, Head of Housing and Technical Infrastructure Management Department, Thai Nguyen Department of Construction, stated that the department regularly monitors and urges the progress of projects. Weekly, investors must report on progress to promptly consolidate, resolve difficulties and obstacles within their authority, or report to the Provincial People’s Committee for consideration and resolution. In addition to accelerating construction progress, the province also pays special attention to managing social housing buyers. The Department of Construction coordinates with investors, local authorities, and police forces to enhance document review, disseminate information, and guide people to comply with regulations, preventing the exploitation of policies for personal gain and ensuring social housing reaches the correct beneficiaries.
“By 2030, Thai Nguyen will continue to review planning, prioritize selecting capable and experienced investors to implement large-scale social housing areas with a high number of apartments, comprehensively invested with technical and social infrastructure to better meet the needs of the people. The province has also focused on preparing land funds, ensuring the scale and number of planned areas to achieve the goal of developing over 60,000 social housing units according to the targets assigned by the Government, while striving to complete the set goals early,” Mr. Le Cao Hai shared.
With the determination to effectively address procedural difficulties, prepare land funds, select capable investors, and accelerate construction progress, Thai Nguyen is gradually forming social housing areas with synchronized technical and social infrastructure. This is not only a solution to meet the housing needs of residents, workers, and low-income laborers but also contributes to social welfare stability, human resource attraction, and creates momentum for the local industrial development and economic growth in the coming years.
