The planning and construction of social housing (NOXH) rental projects near key industrial parks in Dong Nai is a deeply humane decision with a long-term vision for industrial urban development. Speaking with Tuổi Trẻ Online, Mr. Nguyen Kim Long, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of Dong Nai City People’s Committee, stated that on May 26, the Standing Committee of the Dong Nai City Party Committee agreed on the policy to plan and develop social housing near industrial parks with a large number of workers, especially in areas with a “thirst” for housing.
According to Mr. Nguyen Kim Long, Dong Nai’s policy is to implement the directive of General Secretary and President To Lam in Notice No. 64-TB/VPTW dated May 22, 2026, from the Central Party Office regarding the implementation of Directive No. 34-CT/TW of the Secretariat on social housing and future housing development orientations.

The city has assigned the Department of Construction to continue reviewing land plots near urban areas and industrial parks to expand the land fund for rental housing development, meeting the needs of workers, cadres, civil servants, and state employees.
“The continuous addition of land funds near industrial parks to develop housing projects in the form of rentals is a new policy of the Central Government, contributing to helping workers access affordable accommodation, reducing the pressure of settling down in rapidly developing industrial urban areas,” Mr. Long shared.
Regarding policy mechanisms, Mr. Nguyen Kim Long affirmed that the city currently has a complete foundation to realize the goal of developing rental social housing.
Breakthrough Policy for Rental Social Housing Development in Dong Nai
Specifically, in addition to the city planning over 1,000 hectares of land, increasingly simplified investment, construction project policies and procedures, and reduced processing times will attract investors to this sector. Furthermore, the beneficiaries of the policy have been expanded, opening up more opportunities for those in need of housing.
According to the Dong Nai City People’s Committee, by 2025, Dong Nai had completed over 4,600 social housing units, achieving 112% of the social housing development target assigned by the Government.
As of the end of Q1 2026, Dong Nai has 73 social housing projects underway or completed, with a scale of approximately 71,800 apartments. Currently, Dong Nai continues to lead the country in the number of newly started social housing units.
The Dong Nai City People’s Committee stated that these results are the collective effort of the Party Committee, authorities, and the cooperation of businesses to ensure social welfare for workers and low-income individuals.

Construction of technical infrastructure and durable modular partitions for worker housing.
Speaking about participation in social housing, Mr. Van Minh Hoang, Chairman of the Board of Directors of Chuong Duong Homeland Joint Stock Company, stated that the enterprise is completing a social housing project with nearly 1,100 apartments in Long Hung ward. The enterprise is also currently implementing legal procedures to invest in another social housing project near Amata Industrial Park.
“This is the cooperation of businesses with local authorities in the goal of ensuring housing welfare for workers, contributing to the realization of the project to build 1 million social housing units and worker housing nationwide by 2030,” Mr. Hoang said.
Reviewing Industrial Land Funds and Sustainable Investment Attraction Mechanisms
Similarly, Mr. Nguyen Phi Long, General Director of Khang Nam Group, stated that the enterprise is implementing a social housing project with nearly 1,000 apartments in Bau Xeo Industrial Park, Trang Bom ward.
According to Mr. Long, after the above project, the company, based on the actual needs of workers and residents, will continue to participate in several other social housing projects to contribute to providing stable accommodation for workers in Dong Nai City.
Evaluating the project, Mr. Nguyen Kim Long said: “Dong Nai City is aiming to become a civilized, modern urban area and an important growth pole for the whole country. In the development process, the policy of the Dong Nai Party Committee and authorities sets the task of ensuring that all citizens have a place to live. This is both a duty and a foundation to retain human resources, improve living quality, and create momentum for long-term growth.”
According to Mr. Kim Long, prioritizing the development of social housing, especially rental housing near industrial parks and major urban areas, at this time not only means stable residency but also contributes to the harmonious and sustainable development of Dong Nai City.
According to the Department of Construction, in 2025, the total housing demand in the area is estimated at about 600,000 – 650,000 people, corresponding to about 150,000 – 160,000 social housing units. Of these, about 70% are workers and laborers in concentrated industrial zones and clusters who need housing, and the remaining are freelance workers, civil servants, and other low-income individuals.
By the end of March 2026, the Dong Nai City People’s Committee continued to issue decisions to implement the goal of developing at least 67,000 social housing units by 2030. Priority areas for housing development include around Long Thanh Airport, near industrial parks, free trade zones, and regional central urban areas.
